Turkey is the only major country to have a customs union with the EU under a bilateral agreement. Under such a deal, the UK would not be allowed to negotiate trade deals outside the EU, but to let the Bloc negotiate on its behalf. Many Brexiteers would not be willing to accept it. However, it would help to minimise disruption in ports and, above all, on the Irish border. The EU27 Member States (with the exception of the United Kingdom) note that sufficient progress has been made in Phase 1. This means that Phase 2 of the negotiations can begin. In the second phase, the EU and Britain continue to negotiate the Withdrawal Agreement. But they also begin to discuss a period of transition and explore their future relationship. .
